Boeing 787 probe centers on lithium-ion battery maker

Boeing 787's lithium-ion battery maker is the focus of an investigation launched Monday by Japanese and US officials. Boeing 787 Dreamliners were grounded after an overheated battery forced the emergency landing of an All Nippon Airways 787 flight last week.

Tsutomu Nishijima, a spokesman for GS Yuasa, the battery manufacturer, said investigators visited the company's headquarters in Kyoto, Japan and that Yuasa was cooperating with the probe.

All 50 of the?787?Dreamliners that?Boeing?has delivered to airlines were grounded after an overheated battery forced the emergency landing of an All Nippon Airways?787?flight last week in western Japan.?Boeing?has halted deliveries of new planes until it can address the electrical problems.

Monday's investigation involved an introductory meeting and factory tour, with deeper studies into product quality and other issues to follow as the probe continues, said Tatsuyuki Shimazu, the chief air worthiness engineer at the Civil Aviation Bureau's Aviation Safety Department.

Two investigators from the U.S. Federal Aviation Administration and an investigator from Japan's government were conducting the probe into how the batteries are made and assembled and into any quality issues, he said.

"We are in the midst of collecting information, so as to whether there is a problem or not has not yet been determined," Shimazu said.

Nishijima of GS Yuasa said he could not comment on details of the investigation.

The burned insides of the ANA battery showed it received voltage in excess of its design limits. However, a battery that caught fire in a Japan Airlines?Boeing?787?in Boston earlier this month was found not to have been overcharged.

U.S. government investigators said there could still be problems with wiring or other charging components.

In the U.S., investigators from the National Transportation Safety Board planned to meet Tuesday with officials from Securaplane Technologies Inc., manufacturer of the charger for the 787s lithium ion batteries, at the company's headquarters in Tucson, Ariz., said Kelly Nantel, a spokeswoman for the board.

Skin Cancer Indentifying Apps Fail More than Half the Time ...

Smartphone apps are great at a lot of things. They can make our pictures look terrible ?artistic?, they can keep us connected to friends, they can even set us up on random blind dates with strangers we know nothing about, but it turns out they?re not great at identifying skin cancer ? at least not most of them. A new study shows that smartphone apps designed to identify cancerous lesions misdiagnose them more than half the time. Good news, dermatologists! You haven?t been replace by robots yet!

The Food and Drug Administration has not approved any of these apps to diagnose anything, let alone cancer, so they do include language in their user agreements that tell people to consult a physician about any suspicious moles. The one I tried on my phone, DoctorMole by Mark Shippen, says it is for educational purposes only, and they take ?no responsibility or liability for any course or treatment that you to take, or not take, based on this applications [sic] results.?

These disclaimers cover the app developers legally, but also give users who actually read them a better sense of what these apps intend to do. While the apps seem to largely fail at identifying a melanoma, they do give users a useful tool to map and track their moles, which could be valuable information for a dermatologist. It also gets people in the habit of examining themselves for signs of cancer, and teaches them what to look for. They also tell users to consult a qualified doctor if they do suspect a mole could be cancerous.

One app, which the study does not identify, does not analyze an image of a mole itself, but rather sends the picture to a certified dermatologist to examine for the cost of $5. This app, or really the doctors behind it, only misdiagnosed one out of 53 lesions that were cancerous. It seems that for now at least, a trained set of eyes are better at identifying cancerous lesions than a computer, but these apps could still do some good in terms of education and tracking moles over time.

The image attached to this story was taken by me with the DoctorMole app of a mole on my arm. I had the mole examined by my doctor a few years ago and he, and DoctorMole, say the chances of it being cancerous are minimal. I?ve been keeping an eye on it, and will probably start using DoctorMole, or an app like it, to track photos of the mole over time.

Household Debt Drops: A Silver Lining On The Stormy Cloud For ...

The drop in household debt in the second quarter of this year contains some really great news for Real Estate investors. During the period from April through June, U.S. household debt dropped 0.5% from the previous quarter. Over time this will lead to a stronger housing market, but in the short term the numbers reveal several obstacles in the way of a full recovery.

You may be wondering what relationship a drop in household debt has to Real Estate. According to the Wall Street Journal, much of the drop can be attributed to the efforts of homeowners to pay down their mortgages. This is good new ? especially for investors.

The Silver Lining

Just a few weeks ago I received a lead from a homeowner interested in selling their property. By all indicators, this was an incredible deal. During our initial conversation I began researching recent sales in the neighborhood in preparation of making a ?ball park? offer over the phone.

That?s when the deal died, but not because of my offer.

One of the first questions I ask a seller is whether a property has any outstanding mortgages, liens or unpaid utility bills. In this instance, the homeowner told me no. The truth is that she and her husband owe more on the house than it is worth.

I?ve encountered this scenario more and more frequently since the market crashed 4 years ago. It has become harder and harder to find private sellers with any significant equity in their homes. Many times seller motivation gets canceled out by their inability to satisfy their mortgage.

During the Great Depression people were losing their homes to the banks just like we see today. The major difference between then and now is the equity in the property. (AP) ? Lance Armstrong will make a limited confession to doping during his televised interview with Oprah Winfrey next week, according to a person with knowledge of the situation.

Armstrong, who has long denied doping, will also offer an apology during the interview scheduled to be taped Monday at his home in Austin, according to the person who spoke on condition of anonymity because there was no authorization to speak publicly on the matter.

While not directly saying he would confess or apologize, Armstrong sent a text message to The Associated Press early Saturday that said: "I told her (Winfrey) to go wherever she wants and I'll answer the questions directly, honestly and candidly. That's all I can say."

The 41-year-old Armstrong, who vehemently denied doping for years, has not spoken publicly about the U.S. Anti-Doping Agency report last year that cast him as the leader of a sophisticated and brazen doping program on his U.S. Postal Service teams that included use of steroids, blood boosters and illegal blood transfusions.

The USADA report led to Armstrong being stripped of his seven Tour de France titles and given a lifetime ban from the sport.

Several outlets had reported that Armstrong was considering a confession. The interview will be broadcast Thursday on the Oprah Winfrey Network and oprah.com.

A confession would come at a time when Armstrong is still facing some legal troubles.

Armstrong faces a federal whistle-blower lawsuit filed by former teammate Floyd Landis accusing him of defrauding the U.S. Postal Service, but the U.S. Department of Justice has yet to announce if it will join the case. The British newspaper The Sunday Times is suing Armstrong to recover about $500,000 it paid him to settle a libel lawsuit.

A Dallas-based promotions company has threatened to sue Armstrong to recover more than $7.5 million it paid him as a bonus for winning the Tour de France.

But potential perjury charges stemming from his sworn testimony denying doping in a 2005 arbitration fight over the bonus payments have passed the statute of limitations.

Armstrong lost most of his personal sponsorship ? worth tens of millions of dollars ? after USADA issued its report and he left the board of the Livestrong cancer-fighting charity he founded in 1997. He is still said to be worth an estimated $100 million.

Livestrong might be one reason to issue an apology or make a confession. The charity supports cancer patients and still faces an image problem because of its association with its famous founder.

Armstrong could also be hoping a confession would allow him to return to competition in elite triathlon or running events, but World Anti-Doping Code rules state his lifetime ban cannot be reduced to less than eight years. WADA and U.S. Anti-Doping officials could agree to reduce the ban further depending on what new information Armstrong provides and his level of cooperation.

Armstrong met with USADA officials recently to explore a "pathway to redemption," according to a report by "60 Minutes Sports" aired Wednesday on Showtime.

A serious, often contentious but highly productive debate raged in Utah over state-based immigration reforms from April 2010 ? when Arizona?s infamous SB 1070 was signed ? until March 2011, when Utah Gov. Gary Herbert signed HB116 into law.

By the time the political dust had settled, nearly every supporter of HB116 had won re-election, and nearly every zealous opponent of the bill was no longer in office. Public opinion in Utah swung from 70 percent in favor of an Arizona approach (in April 2010) to 70 percent in favor of an alternative Utah solution.

The new law creates a legal mechanism to bring undocumented immigrants in Utah to the surface of society and make them accountable to their neighbors. It does not naturalize them; it legalizes them through registration, fees and a work permit.

The work permit requires admission by an undocumented immigrant that he or she is in Utah illegally; requires a stiff fee or fine; requires a thorough criminal background check; requires actual work for the permit holder; mandates complete accountability from the permit holder?s immediate family and the same from employers of permit holders.

Utah?s common sense approach to comprehensive immigration policy based on ensuring public safety, protecting freedom and promoting economic prosperity was ? and remains to this day ? an enlightened approach.

Even within the pro-HB116 camp there were two motivations for this policy effort. The first was simply to keep Arizona out of Utah. Many supporters of the Utah Compact and HB116 wanted to prevent the Legislature from passing its own version of Arizona?s SB1070. The second was to press the federal government for solutions.

Like most states heavily influenced by undocumented immigrants, Utah has begged the federal government to solve the legal immigration problem in the hope that any worthwhile effort might mitigate the illegal immigration problem. Most of our state?s highest-ranking public officials and community leaders have flown to Washington, D.C., and visited with White House staff and congressional leaders, pleading with them to take ownership and leadership of immigration policy.

As recently as the first week of December, a delegation of Utahns visited with federal officials, recommending the Utah solution as a model for federal action and holding up the Utah Compact as context for a national debate. All the while, in the back of our minds, HB116 was set for enactment on July 1, 2013. We set that date to trigger the federal government into action ? come what may.

Today, the fear among some supporters of HB116 is that the federal action triggered by enactment will only amount to a lawsuit against our state. They want to push back the enactment date another couple of years or get rid of it entirely. That would be a grievous mistake in political judgment.

To extend or remove the trigger date for HB116 would be an affront to all the political capital, united coalitions and purposeful policymaking that has occurred.

If some are concerned that HB116 exposes Utah businesses to potential federal lawsuits, the answer isn?t to undo the law. It is to indemnify businesses against federal lawsuits.

If some leaders are now worried that implementation of HB116 costs too much, they should reread the fiscal note accompanying the bill. Utah would make lots of money from HB116. We counted the costs when the bill was debated, and the costs were minimal compared with the savings and revenue from newly accountable undocumented immigrants.

This is no time for timidity. The courage displayed during the legislative fight over HB116 needs to show its face once again.

Project proposals include increased funding for mental health courts and treatment of drug dependency, so those caught using marijuana might avoid incarceration, get help and potentially have their criminal records cleared.

Kennedy wants cancer patients and others with serious illnesses to be able to obtain drugs with cannabinoids, but in a more regulated way that could involve the U.S. Food and Drug Administration playing a larger role.

The eight-term former congressman from Rhode Island and the group he chairs will put forth their plan on Wednesday with a media appearance in Denver.

Their efforts follow the November election that saw voters in Washington state and Colorado become the first in the nation to approve measures to tax and regulate pot sales for recreational use. Kennedy's group is seeking to shift the debate and reclaim momentum for the anti-legalization movement, in part by proposing new solutions with appeal to liberals, such as taking a public health approach to combat marijuana use.

Legalization backers have argued that the so-called War on Drugs launched in 1971 by former President Richard Nixon has failed to stem marijuana use, and has instead saddled otherwise law-abiding pot smokers with criminal records that may block their avenues to landing a successful job.

Kennedy faults the U.S. government for allocating too much of its $25 billion drug control budget to law enforcement rather than to treatment and prevention.

"Yes, the drug war has been a failure, but let's look at the science and let's look at what works. And let's not just throw out the baby with the bathwater," Kennedy, who served in the U.S. House of Representatives from 1995 to 2011, said in a telephone interview.

The U.S. Department of Justice is still developing a policy in regard to the new state legalization measures.

President Barack Obama said in an interview with ABC News last month that it did not make sense for the federal government to "focus on recreational drug users in a state that has already said that, under state law, that's legal."

BIPARTISAN APPROACH

Conservative political commentator David Frum, a speech writer for former President George W. Bush, is also a board member on Project SAM, which lends it a bipartisan flavor.

For his part, Kennedy is aiming many of his arguments toward liberals like himself. Polls show Democrats largely favoring legalizing marijuana, and among the 18 states that allow medical marijuana, several are in the West and Northeast and are heavily Democratic.

"The fact is people are afraid on the (political) left to look like they're not for an alternative to incarceration and criminalization, and they're afraid they're not going to look sympathetic to a cancer patient" who might use marijuana, Kennedy said. As a result, he said the legalization position mistakenly comes to be seen as "glamorous."

Kennedy admits to having smoked pot but also said that, as an asthma sufferer, he "found other ways to get high."

In 2006, he crashed his car into a security barrier in Washington, D.C., and soon after sought treatment for drug dependency. He said he was addicted to the pain reliever Oxycontin at that time and suffered from alcoholism. He added that he has been continuously sober for nearly two years.

Kennedy, who was married for the first time in 2011, said he worries his 8-month-old son might be predisposed to drug abuse - due to a kind of genetic "trigger" - and that is part of his fight against legalization.

He also said he wants to "reduce the environmental factors that pull that trigger," such as marijuana use being commonly accepted.

Meanwhile, another prominent figure from Rhode Island, the newly crowned Miss Universe Olivia Culpo, is making waves by also objecting to legalization. She told Fox News this week there are "too many bad habits that go with the drug."

In Washington state, Alison Holcomb was campaign director for the legalization measure, which billed itself as having a public health element to help people dependent on marijuana.

The measure, which is not set to go into full effect until after state regulators spend most of 2013 setting guidelines, would allow adults 21 and older to buy marijuana at special stores.

Holcomb argued that drug dependency courts are more geared toward users of hardcore drugs, and that the approach her group put forward is the sensible one.

"I don't know what a public health approach without legalization looks like, if you're still arresting people," she said.

Taxes on marijuana sales would generate, at the high end of estimates, over $500 million a year with $67 million of that going to a state agency that provides drug treatment, said Mark Cooke, policy adviser for the American Civil Liberties Union of Washington state, which supported the campaign.

Also included in the tax revenue would be $44 million for education and public health campaigns - including a phone line for people wanting to quit using marijuana, Cooke said.

Barnes & Noble revenue falls sharply, sells fewer Nook devices

(Reuters) - Barnes & Noble Inc on Thursday reported a 10.9 percent decrease in sales at its bookstores and on its website over the holiday period, led by a drop in the number of Nook devices sold.

Sales at stores open at least 15 months fell 3.1 percent, excluding Nook products, as the number of shoppers visiting its stores declined.

Its Nook business, which includes the e-readers and tablets as well as digital books, saw revenue fall 12.6 percent from a year earlier. The holiday period covered the nine weeks ended December 29.

President Obama has repeatedly called this a make-or-break moment for the middle class. That?s why we worked with Republicans and Democrats in Congress to reach an agreement that keeps income taxes low for the middle class and helps to grow the economy. And as the President promised, millionaires and billionaires will also begin doing more to help pay down the deficit through a combination of permanent tax rate increases and reduced tax benefits.

?

This is the first time in twenty years that a bipartisan agreement has increased tax rates on the wealthy.?Additionally,?this deal ensures that America will continue to?invest in education, clean energy, and manufacturing to strengthen our economy and the middle class.

?

As President Obama?noted in a statement about the deal, while neither Democrats nor Republicans got everything they wanted, this agreement is the right thing to do for our country. And?the President looks forward to working with Republicans to reduce the deficit in a balanced and bipartisan way.

?

The agreement passed by an overwhelming bipartisan majority in the Senate last night permanently extends the middle-class tax cuts and also extends credits for working families. It provides?additional measures to protect families and promote economic growth.?The lower tax rates, an expanded Child Tax Credit, and marriage penalty relief??will provide certainty for 114 million households?and together will prevent the typical family of four from seeing a $2,200 tax increase.

?

By raising income tax rates on the wealthiest and keeping taxes low for the middle class, it means we will now have the most progressive tax code in decades. The agreement?also prevents?two million people from losing?unemployment insurance benefits in January by extending emergency UI benefits for one year.

?

The agreement avoids a 27 percent cut to reimbursements for doctors seeing Medicare patients for 2013 by fixing the sustainable growth rate formula through the end of next year (the ?doc fix?).

?

Tax credits that encourage the production of clean domestic energy, such as the Production Tax Credit (PTC), will be extended through the end of the year. And businesses will get to immediately write off 50 percent?of capital investments made next year, helping to create jobs in manufacturing and other sectors.

?

The deal also postpones the sequester for two months, which will give Congress time to work on a balanced plan to?prevent the automatic spending cuts that would threaten our national security and slash investments that build our economy.?The postponement is paid for with $1 of revenue for every $1 of spending, with the spending balanced between defense and domestic: The agreement saves $24 billion, half in revenue and half from spending cuts which are divided equally between defense and nondefense.

There?s more work to do to reduce the deficit, and President Obama?is prepared to work with Congress to?do it.? But this agreement builds on the $1 trillion in spending cuts the President has already signed into law.

While neither Democrats nor Republicans got everything they wanted, this agreement is the right thing to do for our country and the House should pass it without delay.

This means millionaires and billionaires will pay their fair share to reduce the deficit through a combination of permanent tax rate increases and reduced tax benefits. And this agreement ensures that we can continue to make investments in education, clean energy, and manufacturing that create jobs and strengthen the middle class.

In 2011, the President cut spending. In 2012, he kept his promise of asking the wealthiest 2 percent of Americans to pay more while protecting 98 percent of families and 97 percent of small businesses from any income tax increase?raising $620 billion in revenue. As we move forward to address our ongoing fiscal challenges, both spending cuts and continuing to ask the wealthy to do a little more will be part of a balanced approach. It is critical for our economy and future generations that we reduce the deficit. We cannot keep racking up this debt on our kids. And the President looks forward to working with Republicans to reduce the deficit in a balanced and bipartisan way.

Permanently extends the middle-class tax cuts and also extends credits for working families, with additional measures to protect families and promote economic growth.?

  • Permanent extension of the middle class tax cuts: This will provide certainty for 114 million households including lower tax rates, an expanded Child Tax Credit, and marriage penalty relief?steps that together will prevent the typical family of four from seeing a $2,200 tax increase next year. In addition, it includes a permanent Alternative Minimum Tax (AMT) fix.
  • Most progressive income tax code in decades: By raising income tax rates on the wealthiest and keeping taxes low for the middle class, the agreement will ensure we have the most progressive income tax code in decades.
  • Extension of Emergency Unemployment Insurance benefits for 2 million people: The agreement will prevent 2 million people from losing UI benefits in January by extending emergency unemployment insurance benefits for one year.
  • Extension of tax cuts for 25 million working families and students: The deal extends President Obama?s expansions of the Child Tax Credit, Earned Income Tax Credit, and the President?s new American Opportunity Tax Credit, which helps families pay for college. The President fought hard to extend these credits, overcoming Republican insistence that income taxes go up by an average of $1,000 for 25 million working families and students. The agreement would extend them for five years.
  • Extension of renewable energy incentives, the R&E tax credit and other business incentives: The agreement extends tax relief for businesses through the end of next year. This means extending the Production Tax Credit, a key incentive for renewable energy that many Republicans had been trying to end, as well as the Research & Experimentation tax credit. In addition, the agreement extends 50 percent bonus depreciation, a cost-effective temporary measure to support investment and growth. All of these would be extended through the end of 2013.
  • Fixes the SGR (?doc fix?) with no cuts to the Affordable Care Act or to beneficiaries: The agreement avoids a 27 percent cut to reimbursements for doctors seeing Medicare patients for 2013 by fixing the sustainable growth rate formula through the end of next year (the ?doc fix?). The President stood firm against Republican proposals to pay for this fix with cuts to the Affordable Care Act or the beneficiaries.
  • Postpones the sequester for two months, paid for with $1 of revenue for every $1 of spending, with the spending balanced between defense and domestic: The agreement saves $24 billion, half in revenue and half from spending cuts which are divided equally between defense and nondefense, in order to delay the sequester for two months. This will give Congress time to work on a balanced plan to end the sequester permanently through a combination of additional revenue and spending cuts in a balanced manner.

Raises $620 billion in revenue according to Congress? Joint Committee on Taxation by achieving the President?s goal of asking the wealthiest 2 percent of Americans to pay more while protecting 98 percent of families and 97 percent of small businesses from any income tax increase.?

  • Restores the 39.6 percent rate for high-income households, as in the 1990s: The top rate would return to 39.6 percent for singles with incomes above $400,000 and married couples with incomes above $450,000.
  • Capital gains rates for high-income households return to Clinton-era levels: The capital gains rate would return to what it was under President Clinton, 20 percent. Counting the 3.8 percent surcharge from the Affordable Care Act, dividends and capital gains would be taxed at a rate of 23.8 percent for high-income households. These tax rates would apply to singles above $400,000 and couples above $450,000.
  • Reduced tax benefits for households making over $250,000 (for singles) and $300,000 (for couples): The agreement reinstates the Clinton-era limits on high-income tax benefits, the phaseout of itemized deductions (?Pease?) and the Personal Exemption Phaseout (?PEP?), for couples with incomes over $300,000 and singles with incomes over $250,000. These two provisions reduce tax benefits for high-income households. This sets the stage for future balanced approaches to deficit reduction, which could include additional revenue through tax reforms that reduce tax benefits for Americans making over $250,000.
  • Raises tax rates on the wealthiest estates: The agreement raises the tax rate on the wealthiest estates ? worth upwards of $5 million per person ? from 35 percent to 40 percent, in contrast to Republican proposals to continue the current estate tax levels.
  • The agreement?s $620 billion in revenue is 85 percent of the amount raised by the Senate-passed bill, if that bill had been enacted and made permanent: The agreement locks in $620 billion in high-income revenue over the next ten years. In contrast, the bill passed by Democrats in the Senate achieved approximately $70 billion through one-year provisions; these same provisions could have raised a total of $715 billion over ten years if Congress acted again to extend it permanently. However, the Senate bill itself locked in only one year?s worth of savings so would have required additional extensions to achieve those savings.

Part of a balanced process of deficit reduction and stronger growth.?

  • Strengthens our recovery next year by cutting taxes for the middle-class: The independent, non-partisan Congressional Budget Office (CBO) estimated that allowing the full effect of the ?fiscal cliff? would cause our economy to enter a recession and actually shrink next year primarily as a result of higher taxes on the middle class and across-the-board spending cuts. The final agreement prevents taxes from rising on the middle class and delays the across-the-board ?sequester.?
  • Temporary measures to support consumer spending and business investment: Extending unemployment insurance is one of the more effective ways to encourage consumer spending. And bonus depreciation will give companies incentives to invest.
  • Provides greater economic certainty for families and businesses: The agreement will make it easier for families and businesses to plan and will help our economy grow.
  • Cuts the deficit and reduces the debt as a share of the economy over the next five years: Since April last year, the President has signed into law 1.7 trillion in deficit reduction, including $700 billion in spending cuts from enacted appropriations bills in 2011 and 2012, and $1 trillion in the Budget Control Act. This tax agreement not only further reduces the deficit, but raises $620 in new revenue from high-income households. Together with a strengthening economy these steps will bring down the deficit as a share of the economy over the next five years.
  • Establishes a foundation for additional balanced, pro-growth deficit reduction through tax and entitlement reform: The agreement leaves substantial scope for reducing tax expenditures for high-income households, reforming corporate taxes to broaden the base and cut the rate to make America more competitive, and to take further steps to reform entitlements.

Extends the farm bill through the end of the fiscal year, averting a sharp rise in milk prices at the beginning of 2013.

THE PRESIDENT:? Now, I realize that the last thing you want to hear on New Year?s Eve is another speech from me.? But I do need to talk about the progress that?s being made in Congress today.

?

For the last few days, leaders in both parties have been working toward an agreement that will prevent a middle class tax hike from hitting 98 percent of all Americans, starting tomorrow. Preventing that tax hike has been my top priority, because the last thing folks like the folks up here on this stage can afford right now is to pay an extra $2,000 in taxes next year.? Middle-class families can?t afford it.? Businesses can?t afford it.? Our economy can?t afford it.

?

Now, today it appears that an agreement to prevent this New Year?s tax hike is within sight, but it?s not done.? There are still issues left to resolve, but we?re hopeful that Congress can get it done.? But it?s not done.

?

And so part of the reason that I wanted to speak to all of you here today is to make sure that we emphasize to Congress and that members of both parties understand that all across America, this is a pressing concern on people?s minds.

?

Now, the potential agreement that?s being talked about would not only make sure that taxes don?t go up on middle-class families, it also would extend tax credits for families with children.? It would extend our tuition tax credit that?s helped millions of families pay for college.? It would extend tax credits for clean energy companies that are creating jobs and reducing our dependence on foreign oil.? It would extend unemployment insurance to 2 million Americans who are out there still actively looking for a job.

?

I have to say that ever since I took office, throughout the campaign, and over the last couple of months, my preference would have been to solve all these problems in the context of a larger agreement, a bigger deal, a grand bargain ? whatever you want to call it ? that solves our deficit problems in a balanced and responsible way, that doesn?t just deal with the taxes but deals with the spending in a balanced way so that we can put all this behind us and just focusing on growing our economy.

?

But with this Congress, that was obviously a little too much to hope for at this time.? (Laughter.)? It may be we can do it in stages.? We?re going to solve this problem instead in several steps.

?

Last year in 2011, we started reducing the deficit through $1 trillion in spending cuts.? Those have already taken place.? The agreement being worked on right now would further reduce the deficit by asking the wealthiest 2 percent of Americans to pay higher taxes for the first time in two decades, so that would add additional hundreds of billions of dollars to deficit reduction. So that?s progress, but we?re going to need to do more.

?

Keep in mind that just last month Republicans in Congress said they would never agree to raise tax rates on the wealthiest Americans.? Obviously, the agreement that?s currently being discussed would raise those rates and raise them permanently.? (Applause.)

?

But keep in mind, we?re going to still have more work to do. We still have deficits that have to be dealt with.? We?re still going to have to think about how we put our economy on a long-term trajectory of growth, how we continue to make investments in things like education, things like infrastructure that help our economy grow.

?

And keep in mind that the threat of tax hikes going up is only one part of this so-called fiscal cliff that everybody has been talking about.? What we also have facing us starting tomorrow are automatic spending cuts that are scheduled to go into effect.? And keep in mind that some of these spending cuts that Congress has said will automatically go into effect have an impact on our Defense Department, but they also have an impact on things like Head Start.? And so there are some programs that are scheduled to be cut that we?re using an axe instead of a scalpel ? may not always be the smartest cuts.? And so that is a piece of business that still has to be taken care of.

?

And I want to make clear that any agreement we have to deal with these automatic spending cuts that are being threatened for next month, those also have to be balanced ? because remember, my principle has always been let?s do things in a balanced, responsible way.? And that means that revenues have to be part of the equation in turning off the sequester, in eliminating these automatic spending cuts, as well as spending cuts.

?

Now, the same is true for any future deficit agreement.? Obviously, we?re going to have to do more to reduce our debt and our deficit.? I?m willing to do more, but it?s going to have to be balanced.? We?re going to have to do it in a balanced, responsible way.

?

For example, I?m willing to reduce our government?s Medicare bills by finding new ways to reduce the cost of health care in this country.? That?s something that we all should agree on.? We want to make sure that Medicare is there for future generations. But the current trajectory of health care costs is going up so high we?ve got to find ways to make sure that it?s sustainable.

?

But that kind of reform has to go hand-in-hand with doing some more work to reform our tax code so that wealthy individuals, the biggest corporations can?t take advantage of loopholes and deductions that aren?t available to most of the folks standing up here ? aren?t available to most Americans.? So there?s still more work to be done in the tax code to make it fairer, even as we?re also looking at how we can strengthen something like Medicare.

?

Now, if Republicans think that I will finish the job of deficit reduction through spending cuts alone ? and you hear that sometimes coming from them, that sort of after today we?re just going to try to shove only spending cuts down ? well ? (laughter) ? shove spending cuts at us that will hurt seniors, or hurt students, or hurt middle-class families, without asking also equivalent sacrifice from millionaires or companies with a lot of lobbyists, et cetera ? if they think that?s going to be the formula for how we solve this thing, then they?ve got another thing coming.? That?s not how it?s going to work.? We?ve got to do this in a balanced and responsible way.? And if we?re going to be serious about deficit reduction and debt reduction, then it?s going to have to be a matter of shared sacrifice ? at least as long as I?m President.? And I?m going to be President for the next four years, I think, so ? (applause.)

?

So, anyway, for now, our most immediate priority is to stop taxes going up for middle-class families, starting tomorrow.? I think that is a modest goal that we can accomplish.? Democrats and Republicans in Congress have to get this done, but they?re not there yet.? They are close, but they?re not there yet.? And one thing we can count on with respect to this Congress is that if there?s even one second left before you have to do what you?re supposed to do ? (laughter) ? they will use that last second.

?

So, as of this point, it looks like I?m going to be spending New Year?s here in D.C.

?

THE PRESIDENT:? You all are going to be hanging out in D.C., too.? (Laughter.)? I can come to your house?? Is that what you said?? (Laughter.)? I don?t want to spoil the party.

THE PRESIDENT:? But the people who are with me here today, the people who are watching at home, they need our leaders in Congress to succeed.? They need us to all stay focused on them ? not on politics, not on special interests.? They need to be focused on families, students, grandmas, folks who are out there working really, really hard and are just looking for a fair shot and some reward for that hard work.

They expect our leaders to succeed on their behalf.? So do I.? And so, keep the pressure on over the next 12 hours or so. Let?s see if we can get this thing done.
