Apple says iOS 7 will patch exploit that lets rogue chargers install malware

iOS 7 press shot

Recently, Georgia Tech researchers discovered an unusual way to attack iOS: a third-party charger with a hidden computer can install malware when an iOS device is plugged in and unlocked. That won't be an issue for much longer, however, as Apple has confirmed that iOS 7 beta 4 and future releases contain a fix. While the company hasn't said what that solution is, Georgia Tech's Billy Lau says that the new OS can tell when it's plugged into a computer instead of a charger -- there shouldn't be any rude surprises. The dependence on an iOS 7-based fix could leave many users vulnerable until the fall, although the hardware-specific nature of the exploit means it's unlikely to be a major concern.

? ? Team Ford Racing has confirmed it will enter two South African-built Ford Rangers in the grueling 2014 Dakar Rally , taking place in January in South America. The Rangers are being prepared by Pietermaritzburg-based Neil Woolridge Motorsport while logistics will be handled by German-based South Racing. Similarly, the driver lineup is made up of international contenders, including South American native Lucio Alvarez and South African Chris Visser. "We are extremely proud to be sending these South African-built Rangers to the 2014 Dakar," said Jeff Nemeth, president and CEO of Ford Motor Co. of Southern Africa, in a statement. "Dakar is the ultimate test of man and machine, and we are thrilled to have the opportunity to participate with a phenomenal team comprised of [South African] and global expertise." Ford's Global Products Development division assisted with designing the Rangers. "A complex jigging system was used in the manufacturing process in order to ensure that each part is built to achieve the perfect fit on each of the vehicles built," team manager Neil Woolridge said in a statement. "Although the two new Rangers are [South African] built, we received tremendous support from our global counterparts, including the likes of Ford's SVT [Special Vehicle Team] division in the U.S." One of the Rangers is already completed and will start exhaustive testing in August. South Africa May Outlaw Spanking at Home

Getty Images

If the Children?s Rights Project has its way, it will soon be illegal to spank your child in South Africa. The non-govermental organization, which is?based at the University of the Western Cape, is working with South Africa?s government to draft a bill that, if passed, would outlaw corporal punishment in the home.?This is the second bid by the Children?s Rights Project to get spanking prohibited. An initial attempt failed in 2007 following opposition by cultural, religious and civil society groups.

?If a husband beats a wife it?s a crime, but if a parents hits a child who is helpless, it?s not illegal,? Social Development Minister Bathabile Dlamini told the Sunday Times. Under the draft law, parents would be charged with assault if, at home, they used a flat hand on a child?s bottom or enacted other forms of corporal punishment.

(MORE: Why Spanking Doesn?t Work)

Critics oppose the law on the grounds that any move to ban spanking in the home could have the effect of turning ?law-abiding, diligent parents into criminals overnight.??Focus On The Family, a global Christian group, opposes the proposal, but noted to The Times that for most children, ?the removal of pleasures or privileges is actually more painful than a spanking.?

If South Africa did pass this law, it would join countries including Finland, Germany, Kenya, Poland, Sweden and Uruguay that ban corporal punishment in the home. Corporal punishment has been outlawed at South African school since 2006.

Gay couples choosing whether to re-celebrate vows

MINNEAPOLIS (AP) ? Thursday will bring a new opportunity for gay couples in Minnesota and Rhode Island to throw weddings for the first time, though some will automatically be married when the clock strikes midnight.

Laws taking effect in both states will recognize the marriages of gay couples who legally married in another state or Canadian province that allows gay marriage.

Gay couples nationwide have ignored state lines in pursuit of a marriage license, even if it had no legal standing back home. As more states join those ranks, including Minnesota and Rhode Island on Thursday, such couples are deciding if another ceremony of some kind is in order.

That means those couples are deciding whether to throw a new celebration or let the day pass quietly.

Heavy rain leaves one dead, two missing in Japan

TOKYO: Heavy rains lashed Japan over the weekend, leaving one person dead and two missing, the government said on Monday as it issued a severe storm warning.

A 79-year-old woman was confirmed dead Sunday after being discovered inside a house that was destroyed by mudslides in Yamaguchi prefecture, on Japan's southwest coast.

An 84-year-old man was missing from the same region after being swept away near a river, local reports said, citing police and other official sources.

Also missing was a 24-year-old man who was last seen leaving his home in Shimane prefecture, just to the north of Yamaguchi.

The Japan Meteorological Agency warned of floods and mudslides from "unprecedented heavy rain", saying the storm was to sweep over central Japan on Monday.

China launches debt audit

china government debt

Local governments in China have spent big on infrastructure. Beijing wants to find out just how much.

HONG KONG (CNNMoney)

In order to find out, the Chinese government has launched a review of all public debt, according to a one-sentence statement posted on a government website.

The audit, which will begin Aug. 1, is the third effort in as many years to "take the pulse" of China's debt problem, according to state-run news agency Xinhua.

Analysts worry that China's credit boom has saddled unworthy businesses with large loans, fueled the country's shadow banking system and put local governments on the hook for trillions. Due to lax accounting and transparency standards, it's difficult for outside analysts to estimate the size of the problem or quantify associated risks.

"It is a little unsettling that the government has to do an audit at this late date to determine the full extent of local government indebtedness," said Jim Antos, a China bank analyst at Mizuho Securities. "This suggests that the full scope of borrowing has not been revealed."

As Chinese economic growth drags, concerns are mounting over the ability of local governments to repay what they owe. If city and provincial officials are unable to meet their obligations, the central government will likely be forced to bail them out.

That means very few municipalities will default, Fitch Ratings analyst Terry Gao said. But a wave of bailouts could strain Beijing's finances.

"The central government [has] the willingness and ability to prevent [defaults] from happening," Gao said. Fitch currently estimates that total local government debt is in the 15 to 18 trillion yuan ($2.5 to 3 trillion) range.

China's national audit office plans to suspend all other projects in order to conduct this "urgent" investigation, according to People's Daily, the official newspaper of the Communist Party.

Related story: China and European Union strike deal on solar panels

It's worth noting that the credit worthiness of local governments can range widely. With 34 governing bodies at the provincial level, 333 at the prefecture level and more than 2,800 at the county level, local finances are all over the map.

By the end of 2010, Beijing reported 10.72 trillion yuan ($1.7 trillion) of local and regional government debt. In June, the government sampled debt levels in 36 select governments and found their average debt had increased 13% between 2010 and the end of 2012.

Related story: Is China's debt a crisis in the making?

China's borrowing binge has had its benefits. When the global financial crisis hit in 2008, the government ordered the credit lines open. Banks and other lenders responded, funding massive building and infrastructure projects.

The sharp increase in debt has drawn the attention of Chinese officials.

In March, central bank chief Zhou Xiaochuan said that the country needed to pay attention to local government financing vehicles, as 20% of loans could be considered risky.

Even former party officials have stepped into the conversation. Former finance minister Xiang Huaicheng said in April that China's local government debt may clock in at over 20 trillion yuan.

That same month, Fitch Ratings cut one of China's key debt ratings, because of growth in the nation's shadow banking system and a surge in easy credit. To top of page

Begala: GOP 'Neanderthals Fighting with Cro-Magnons'

28 Jul 2013, 12:06 PM PDT post a comment

Begala gloated, "I checked, party identification ? the percentage of Americans who call themselves Republicans ? all-time low, lower than Watergate, only 21 percent say that they?re Republicans today. That?s a catastrophe."

"Usually when you become more extreme," he continued, "more left in my party, more right in the Republicans? ? you at least get some cohesion. Here you have a much more conservative party than 20 years ago and a much more fractured party."

Begala concluded, "The Neanderthals are fighting with Cro-Magnons, the neoliths hate the paleoliths. It?s great. I love it as a Democrat."

Boating accident leaves 1 dead, 1 missing from wedding party

By Tom Watkins, CNN

updated 6:28 PM EDT, Sat July 27, 2013

STORY HIGHLIGHTS

  • A woman's body is found; the search for a second boater continues
  • Victims were part of a pre-wedding party
  • Their 21-foot Stingray power boat that hit a barge, officials say
  • Bride-to-be's mother: "It just can't end like this"

(CNN) -- The operator of a boat that was carrying an engaged couple and their friends when it struck a barge has been arrested, police said Saturday after a body believed to be that of the bride-to-be was found.

"We have probable cause to believe that he operated the boat while intoxicated," said Robert Van Cura, undersheriff of the Rockland County Sheriff's Office.

The boat operator, Jojo K. John, 35, of Nyack, New York, was arraigned at an area hospital on one count of first-degree vehicular manslaughter and three counts of second-degree vehicular assault, Van Cura told reporters.

John, like the others on the boat, suffered head injuries Friday night, Van Cura said. He added that the operator was not the registered owner of the boat, which may have more than one owner.

The body believed to be that of Lindsey Stewart of Piermont, New York, was recovered earlier in the day about an eighth of a mile from the riverbank, Sheriff's Chief William Barbera told CNN.

The air and water search for Mark Lennon, who was to have been the best man at the August 10 wedding, was suspended at 5 p.m., with plans to resume at 10 a.m. Sunday, Van Cura said.

"We're always hopeful, but obviously, at this hour, it's less and less likely that this would be a rescue as opposed to a recovery," he said.

Police got a 911 call from someone on the boat at 10:41 p.m. Friday reporting that the boat had struck an object south of the Tappan Zee Bridge, he said.

The six had eaten at a restaurant, then boarded the boat and were sailing from the village of Piermont in Rockland County toward Tarrytown when the boat collided with three barges that were lashed together near the bridge. The barges were being used by a contractor who is building a new bridge and had been there since around April, Van Cura said.

Stewart and Lennon went overboard when the 21-foot Stingray power boat hit a side of one of the barges about 200 feet south of the bridge, located about 25 miles north of Manhattan.

"The barge had some lights on it; whether or not it was properly lighted is part of the investigation," Van Cura said.

"On a clear, moonlit night, with the bridge lights on, you can see pretty well," said Tom Sobolik in a telephone interview from aboard his sailboat near the accident site.

The moon was last full on July 22.

Sobolik is a professional photographer who has taken many shots of the river near the bridge, which is about 25 miles north of Manhattan and connects Tarrytown and Nyack.

The woman's fiance was among the four who were injured, the family said. He suffered a fractured eye socket, CNN affiliate WABC reported.

Stewart's stepfather, Walter Kosik, said the family was notified about the accident early Saturday.

"That's a nightmare I don't wish on any parent -- police coming over to your house waking you up out of your sleep to tell you an accident has occurred," Kosik told CNN.

"She's supposed to be married two weeks from today," said Carol Stewart about her daughter. "It just can't end like this."

CNN's Alina Cho and Chris Welch contributed to this report.

Market Your Business Successfully Via Social Media With These ...

If you're new here, you may want to subscribe to my RSS feed. Thanks for visiting!

Many businesses make the mistake of neglecting social media. They don?t understand just how powerful social media marketing really is. If properly used, you will find yourself with more customers for your business. This article will contain solid advice to help you begin on social media marketing today!

Social Media Marketing

Prior to using social media marketing, you should research and develop a strategy to grow your business using social media marketing. If you take the time and the money to figure out the latest in social trends, but go to whatever is new next, eventually this causes dead ends. Plan a way to use all of your strategies at one time.

TIP! Social media marketing works best when your social media profiles are all linked together. Put links in place on your blog that allow readers to follow your Twitter comments, view your YouTube videos and ?like? your Facebook page.

If you show a username after the @ symbol, you can make sure that updates from important Twitter posters are shared. Alternatively you can also use this symbol to include their usernames in your tweets. Users are notified of your post; many will re-tweet the message and respond soon thereafter.

Only buy online ads that offer you good visibility. You need to experiment with this to see which areas work best, but it?s worth the time spent!

TIP! Add a Facebook ?like box? where visitors can easily see and click it. This makes it easy for people to like you on the social website.

Your audience will want to know you are interested in what they are saying. Suggestions from one or two customers might help you realize that others have the same advice as well. Let customers know that you care about what they think.

A good method to use to get more subscribers to your social media profiles is to offer limited deals exclusive to your followers. This will help your followers to feel like they belong to a special club, and it will give them incentive to purchase more of your products as well.

Social Media

You can create attention and interest for your business using social media marketing techniques. Your business can benefit from reviews on the products, and other information spread by social media users. You can entice your customers by offering special deals, and friendly competitions as a means to promote your business.

TIP! A store-front that is user-friendly can be made using social media marketing. Make a Facebook store that is easily accessed in your posts.

Make it easy for people to subscribe to your bog. Don?t hide the subscribe button somewhere that no one will see it. When you put it in a noticeable location, it will help your fans sign up easier. Take into consideration slower Internet speeds as well. Have the subscribe button load early for those with slower connections.

Make sure your firm?s postings are of visual interest. Pictures and videos help to break up chunks of text. A good way to do this is by adding graphics or even a video. Don?t go overboard to the point where all you have is visuals, but even out the text and the graphics.

TIP! Regardless of it?s general form and purpose, one facet your social media campaign must include is habitual rapid and professional response to all comments, inquiries and reviews. This could be make or break for you in social media efforts.

Comment on other social media bloggers? posts frequently. Social media has everything to do with being social, interacting, and being seen. You can easily do this by talking to others that blog in your niche. Doing this will quickly increase the number of social connections you make.

Add fun and visibly pleasing content to your feed, and do it regularly. For example, post links to articles and websites you find interesting or post crazy YouTube videos related to your topic. You still want to look professional so find a balance.

TIP! Interaction with your customers should be one of your primary goals. Comment on their blogs and social media statuses, if you think that to be appropriate.

If you?re using a social media marketing strategy that has you posting on public message boards, it?s crucial that you stay on good terms with the board?s users. The users may buy your products, so you should use all of your comments to provide useful information, as opposed to trying to force people to buy things. Establish good relationships, and continue to build trust through comments that are friendly and helpful.

Social Media

TIP! Combine email marketing with social media marketing. To do this, consider including social media widgets the end of your email.

Be mindful of how you speak in social media advertisements. Social media works best for those that communicate in a friendly, casual voice. Keep this in mind when writing content for your social media sites.

There are many popular social media sites, but there are smaller ones that were designed for a target audience. It may cost more to advertise on these social media networks but the money will be better spent if you can target a specific segment of users.

TIP! In order to keep your company name in front of your Twitter followers, you need to tweet regularly. With Twitter it is very much about volume and quality.

Use these tips to plan your social media marketing campaign and develop a strong online presence for your business, beating your competition. Keep your content fresh, current and updated, and continue to develop your marketing strategy over time.

North Korea heralds 60th anniversary of war 'victory' with massive parade

PYONGYANG - North Korea celebrated the 60th anniversary of the Korean War truce on Saturday with a massive military parade trumpeting the revolutionary genius of three generations of leaders that gave it "Victory in the Great Fatherland Liberation War".

Leader Kim Jong-un was joined by Chinese Vice President Li Yuanchao on the podium overlooking Pyongyang's main Kim Il Sung square to inspect a massive throng of soldiers in goosestep and a display of weapons including its mid-range missiles.

Kim clad in black exchanged words with Li through an interpreter but did not make public remarks at the parade, which appeared to be one of the largest ever put on by the North.

Choe Ryong-hae, Kim's main military aide and the chief political operative of the North's 1.2-million-strong army, said the reclusive state sees peace as a top national priority and its military was aimed at safeguarding North Korea from invasion.

"Reality shows if peace is sought, there must be preparations for war," Choe said in a speech. "For us with our utmost task of building an economy and improving the lives of the people, a peaceful environment is greater than ever."

The remarks were moderate in tone, without the bellicose rhetoric that routinely fills the North's public commentary, and Choe did not mention the country's nuclear arms program or name the United States as its chief enemy.

Kim and Li, along with the North's top military officials and the youthful leader's uncle Jang Song-thaek, seen as North Korea's second most powerful man, watched as a missile arsenal paraded past, including the newly developed mid-range Musudan.

Fighter jets and large military helicopters flew over the square packed with tens of thousands of soldiers, North Korean and foreign veterans of the Korean War and diplomats.

A military expert in Seoul said the parade appeared to feature weapons previously unseen in North, including new surface-to-air missiles that are used for anti-missile defense.

China pushes for nuke free peninsula

On Thursday, Kim met Li in what was the highest-level talks between the two countries after their ties seemed to fray following Pyongyang's missile and nuclear tests in the past year, which led to tougher U.N. sanctions backed by Beijing.

Li told Kim that Beijing will push for talks on removing nuclear weapons from the Korean peninsula, according to China's Foreign Ministry.

China's official Xinhua news agency, in a commentary on Saturday, said the time was right for all sides to seek a permanent end to the state of hostilities on the peninsula, but added North Korea had to live up to its responsibilities.

"For Pyongyang's part, its security concerns are understandable and should be addressed properly, but violating U.N. Security Council resolutions is not helpful. It has to keep its end of the bargain," Xinhua said.

North Korean vets still see US as enemy

While anti-U.S. rhetoric was absent from the official ceremony, those attending the event were more than ready to pledge to strike their arch enemy when called to arms.

"American bastards have kept saying they will make war and that they will take over our country," said 80-year-old veteran Jang Jong-hwan. "Though we are old, we have renewed our resolve not to loosen our grip on our guns and to serve leader Kim Jong-un for eternity and achieve unification."

Li was also the leading guest on Friday night at the May Day Stadium in Pyongyang where a national meeting was held lauding the heroic battle fought by the armies of the two countries against the United States.

It was followed by the Arirang mass games before a capacity 150,000-strong crowd at the stadium, with a card section of 80,000 children flipping messages that included "Nothing in the world to envy" and "We want to be in the army of our Generalissimo".

In the South Korean capital Seoul on Saturday, veterans of some of the 16 countries that fought under the U.N. command during the Korean War marked the truce at a more intimate event.

"For the past sixty years, an uncertain peace that can be broken at any moment has been maintained," South Korean President Park Geun-hye said. "The war has been suspended and we are in the midst of the longest truce."

In 1950 the United States rallied the United Nations to send troops to counter the North's invasion of the South, which was backed by Soviet forces. The allies nearly destroyed Kim Il-sung's army when China intervened.

On July 27, 1953, military commanders representing North Korea, China and the United States signed the armistice, setting up a 240 km (150 mile) border across the peninsula that is the world's most heavily guarded frontier. ? Reuters

Mozilla experiments with content personalization based on your interests

Mozilla is known for its staunch support of its users' privacy, but that isn't stopping the team from exploring options for personalizing the web. In a blog post today, Justin Scott, Mozilla Labs' product manager, discussed the possibility of incorporating your browser activity into an API that allows sites to prioritize their content based on your interests. For example, if you spend a lot of time looking up baseball scores, publishers could push related articles to the forefront just for you. Though that may sound like an overstepping of the bounds Mozilla has so strongly defended, the company insists that the ability to select what to share (if anything) with content creators will remain in the hands of the user. To read more about Mozilla Labs' experiments and weigh in on the proposal, head on over to the source link below.

Coast Guard Reports More Scuba Deaths in California

MONTEREY, Calif- The Coast Guard has said that they are responding to an increaed amount of SCUBA diving deaths along the California coast.

In the past year, there were at least seven reported cases of recreational diving deaths off the Northern California coast primarily during abalone season, and more than 25 recreational SCUBA diving deaths and injuries all along the coast from Monterey to San Diego, released the Coast Guard.

"The Coast Guard doesn't regulate recreational diving but is generally called in to assist during diving emergencies," said Rear Admiral Karl Schultz, commander of the 11th Coast Guard District. "In many of these dive emergencies, injuries and death are preventable.? We want everyone who enjoys the water, including divers whose sport leaves little room for error, to make safety their top priority.? We want you to survive your dive."

Diving safety experts report that many accidents stem from people underestimating the hazards associated with diving, and overestimating their own physical fitness and skill levels.

FIVE TOP DIVE SAFETY TIPS

1. Have a medical assessment by a doctor before diving.

2. Always dive with a buddy, and leave details of your dive trip with someone ashore who will report you overdue if you run into trouble.

3. Plan your dive, follow your plan, and provide your emergency plan to someone on shore.

4. Choose dives that match your training, experience and fitness level.

5. Practice emergency procedures, like dropping your weight belt and inflating your buoyancy compensator, in a controlled environment.

Opponents attack Montenegro's first gay pride

BUDVA, Montenegro (AP) ? Several hundred people shouting "Kill the gays" attacked gay activists and clashed with police on Wednesday in a bid to disrupt the first ever pride event in staunchly conservative Montenegro, which is seeking to improve its human rights record as it bids to join the European Union.

Angry assailants threw rocks, bottles, glasses and various other objects ? including chairs from local cafes ? at several dozen flag-waving gay activists who shouted back "Kiss the gays." A shower of stones and bottles also landed on special police securing the gathering in the coastal town of Budva.

Police then intervened to push the attackers away and allow the event to continue. The participants briefly marched by the sea before they stopped to hold speeches as extremists shouted insults from a distance. Later, police again clashed with smaller groups of extremists scattered throughout the town.

Interior Minister Rasko Konjevic praised the police, saying they prevented more serious clashes. Konjevic said several people have been injured, none seriously.

An AP reporter at the scene saw several injured people and witnessed police detain several attackers.

"Unfortunately, in 20 years of transition Montenegro has not matured enough to tolerate differences," said Aleksandar Zekovic, one of the organizers of the rally.

Zdravko Cimbaljevic, who in 2010 was the first person in Montenegro to publicly declare that he was gay, added that "I expected opposition but this attack is actually the real image of Montenegro."

Montenegro, a country of some 600,000 people, is known for its macho male culture and respect of traditional values. Some newspapers published mock obituaries for prominent gay activists ahead of Wednesday's rally, while cafes in Budva ? the country's key tourist resort ? stopped playing music for an hour on Tuesday in protest.

"I don't approve of violence, but I didn't know how to explain this gathering to my son," said Bosko Lukic, a Montenegrin vacationing in Budva.

Previous attempts to organize pride events in the country failed over threats of violence. In 2012, actors who posed as a gay couple in a video promoting tolerance were badly beaten in the capital, Podgorica. But Montenegro's pro-EU government has expressed support for the pride event and urged tolerance.

On Wednesday, Prime Minister Milo Djukanovic reiterated in Parliament that his government "supports protection of human rights for all people without difference."

Elsewhere in the region, gay pride events were held this year without problems in the EU's newest member, Croatia, and one is planned in Serbia this fall. Dozens of people were injured in clashes during a 2010 pride march in Serbia, prompting the authorities to ban similar gatherings for the past two years.

Serbia's gay groups hailed the holding of the pride event in Montenegro as "strategically important" for the promotion of gay rights in the country. The violence shows that the government must do more to promote tolerance in Montenegro, they added in a statement.

UCLA football: Safety Dietrich Riley forced to retire

Dietrich Riley

UCLA safety Dietrich Riley has given up on playing college football because of lingering neck and shoulder injuries. (Brian van der Brug / Los Angeles Times / April 2, 2013)

July 23, 2013, 5:16 p.m.

UCLA safety Dietrich Riley will be unable to continue his football career because of lingering problems with neck and shoulder injuries.

Riley, who would have been a junior, was unable to get final medical clearance, and his loss thins out an area already lacking in experience. The Bruins lost all four starters from their secondary of last season.

Riley was considered one of the top safeties in the nation as a senior at La Canada St. Francis High. He was the subject of a recruiting tug-of-war between UCLA and USC.

His college career was derailed in 2011 when he collided with California running back Isi Sofele. Riley required surgery to fuse two vertebrae. He missed the 2012 season and was limited during spring practice in April.

The defensive backfield is the biggest concern for the Bruins heading into the season. Sophomore safety Randall Goforth is the only returning player in the secondary who started a game last season.

Ishmael Adams and Fabian Moreau played as freshmen in 2012, though Adams missed much of the season after shoulder surgery. Junior cornerback Anthony Jefferson and senior safety Brandon Sermons have game experience.

A promising incoming freshman class includes defensive backs Tyler Foreman, Tahaan Goodman, Johnny Johnson and Priest Willis.

Obama halts delivery of four F-16 jets to Egypt amid unrest

By Jim Miklaszewski and Courtney Kube, NBC News

WASHINGTON - President Barack Obama has delayed the delivery of four U.S. F-16 fighter jets to Egypt because of the country?s political unrest, officials said Wednesday -?reversing earlier assurances from the Pentagon.

Pentagon spokesman George Little said the U.S. no longer believes it is "appropriate to move forward with the delivery" of the jets.

The announcement contradicted statements two weeks ago by Pentagon officials that the U.S. would continue to send the jets as part of a large arms package.

Washington?s annual $1.5 billion aid to Egypt has been under the spotlight since the July 3 ousting of elected President Mohammed Morsi by the country?s military.

The army has installed an interim government and says it will seek fresh elections, but supporters of Morsi ? including regional allies such as Turkey ? have denounced the move as a coup.

U.S. law requires that aid be cut off to a country that undergoes a military coup, but Western leaders have stopped short of declaring the July 3 transition as such.

Egypt is the second-largest recipient of USAID support, after Israel. Almost all of it comes in the form of military funding that is mandated to be spent with U.S. defense companies. In 2011, a Cornell economist estimated that U.S. aid made up?one-third of Egypt?s broader military budget,?the Washington Post noted.

Little said Obama made the decision to delay the delivery "with the unanimous consent" of his national security team.

He would not elaborate on what had happened in Egypt to change the administration?s mind over the delivery, saying the decision was based on "the dynamics on the ground in Egypt," which he described as "a fluid situation."

Hussein Malla / AP

Days of massive protests and a military ultimatum forced the country's first democratically elected president from office.

Secretary of Defense Chuck Hagel called Egypt?s military chief Gen. Abdel Fatah el-Sissi? earlier Wednesday to inform him of the decision.

Little said the call "lasted quite a long time" and that the pair discussed Sissi?s speech urging mass demonstrations.

Little refused to say whether the U.S. now believes the situation in Egypt represents a military coup.

The jets were supposed to be delivered to Egypt by the end of the month. They are part of a package to provide 20 F-16s to Egypt over the course of the year. Eight jets have already been delivered.

Egypt already has more than 200 F-16s. The order was placed more than two years ago when President Hosni Mubarak was still in office.

NBC News' Alastair Jamieson contributed to this report.

Israel beefs up rocket defenses on Egypt border

JERUSALEM (Reuters) - Israel has boosted its rocket defenses near its southern border with Egypt to counter possible attacks from Islamist militants fighting security forces in Egypt's Sinai peninsula, Israeli officials said on Tuesday.

Violence in Sinai has surged since the army ousted elected Islamist President Mohamed Mursi on July 3, with militants killing at least 20 people in almost daily assaults in the area.

"We hear reports every day of attacks there and our concern is that the guns will be turned on us," Israeli Defense Minister Moshe Yaalon said. "We have indeed strengthened our deployment along the border."

He was speaking on a visit to an "Iron Dome" missile Defense system that was deployed last week in the southern town Eilat.

He said that since Mursi's overthrow, Egypt had increased its efforts to curb militants who have exploited a security vacuum in the Sinai since the fall of President Hosni Mubarak.

"We can see much more effective activity of the Egyptian army and security forces there in the past few months and mainly in the past few weeks after the change in government," Yaalon said.

With Egyptian security forces pressing the militants, Israel was expecting trouble, one Israeli official said.

"The assessment in recent days is that given the Egyptian crackdown in Sinai, the terrorist elements there will try to demonstrate their survivability and defiance by shelling us," said the official, who asked not to be identified.

A rocket fired from Sinai landed in Israel earlier this month and its remnants were found in hills north of Eilat, a Red Sea resort that abuts Egypt to the west and Jordan to the east.

Rodrigo Caporal: The Hong Kong Based Brazilian Lightweight Who is Dominating Chinese MMA

Rodrigo CaporalBrazilian fighters have been making a name for themselves competing in Asia since the dawn of modern MMA competition when Rickson Gracie would submit multiple opponents in a single night at Vale Tudo Japan.

Today, the sport has evolved almost beyond recognition, but fighters from the same country that gave us the Gracies are still holding their own in Asia. Among them is Rodrigo Caporal, a long-term resident of Hong Kong, who recently became the 155-pound champion of China.

Caporal (9-4) has won five fights out of five since signing with RUFF, a Chinese organization that is government sanctioned, giving its fighters the right to call themselves national champions of the most populated country on the planet.

The 30-year-old, who holds a black belt in BJJ, won the title at RUFF 8 in February by defeating Haotian Wu in a rematch. In addition to the belt, he received one million RMB (160,000 USD) in prize money.

?Winning the belt meant a lot to me, to see all my hard work and dedication pay off made me very happy.?My plan is to use the money to help my family and to help build my life together with my girlfriend,? he said.

Caporal?s record competing in Brazil was unremarkable, but he has won six fights out of six in Asia and believes that his skillset as a BJJ black belt gives him an edge against the predominantly Chinese opponents he has been facing.

?In Brazil, there was always more of a focus on the ground game because a lot more people practice Jiu-Jitsu. In China and in Asia, Jiu-Jitsu is growing in popularity, so today people are expanding their ground game and I am seeing more similarities,? he said.

Caporal moved to his adoptive home of Hong Kong in 2009 in order to share his submission skills and has been there ever since, training and teaching at Grips MMA. The country is slowly getting on board the MMA bandwagon and he believes that the sport is on the verge of enjoying the same sort of explosion in interest we have recently witnessed in Malaysia and Singapore.

?MMA isn?t huge here yet, but I think in one or two years a lot of doors will open here in Hong Kong with RUFF expanding, UFC coming to China, and if ONE FC do a show here it will definitely help increase awareness and popularity of MMA.?

After handing out its first five titles at RUFF 8 in February, the promotion took a break but returned in May for the start of a second season. Caporal expects to fight again next month, but says that a brand new lightweight title will now be up for grabs.

?I won?t have to defend my belt I already won because this belt is mine. My next fight is Aug. 24, and it will be the first in a series of upcoming RUFF fights for the new belt championship.?

There are some quality fighters on the RUFF roster, including featherweight champion Guan Wang (11-0) and bantamweight titleholder Irshaad Sayed (6-2), but only mixed martial artists who are either of Chinese nationality or living in Chinese territory and in possession of a valid work permit are able to compete.

Having already beaten all the best fighters in his division, Caporal will be a strong favorite to win the second season. But MMA is growing rapidly in China and dedicated camps like the X?ian Sports Institute and China Top Team are helping numerous high-level Sanda fighters who want to try their luck inside the cage.

Caporal has firmly established himself as the most dominant lightweight training and competing on Chinese territory. He maybe 10,000 miles from his hometown of Sao Paulo, but the Brazilian says he has plenty of fans there who follow his career.

?I have a great fan base in Brazil who like my fight style; their support is what keeps me going.?

Nokia confirms Glance feature coming to all Windows Phone 8 Lumias, except the Lumia 52x

Nokia Glance screen

There has been some confusion regarding the availability of Nokia?s Glance feature, aka the on-screen clock which we covered recently in a tutorial post. The feature is coming to other Lumia devices via the Amber update, but we remember seeing rumors for ?exceptions? on specific devices pop up, revolving around screen technology i.e. AMOLED vs LCD.

Nokia has gone now and confirmed that the Glance is basically coming to all Windows Phone 8 Lumias except the Lumia 520 and Lumia 521 (T-Mobile, US) due to ?hardware restrictions?. While that would have been an awesome feature on the 52x series, evidently cutting hardware specs so low does have some consequences for feature parity.

Still, on the bright side the Lumia 620, 720, 810, 820, 822, 920 and 928 are all candidates for this feature, as long as their respective carriers push out the Amber firmware/GDR2 OS update to enable this cool trick. Our bet? Most carriers will allow this update to go out, much like previous Nokia ones, though it will be a staggered release as usual.

Nokia Support

Glance allows users to check the time on their phones without having to turn on the screen. While it may seem like a throw away feature, as it turns out we use it surprisingly often. Current thought suggests it uses less battery life on AMOLED displays (Lumia 810, 820, 822, 925, 928, 1020) because it can independently turn on pixels for the backlight, as opposed to IPS LCD, which acts like one big light bulb. Still, what that means in real life is yet to be seen, but at least on AMOLED displays, the feature?s effect on battery has been negligible.

Nokia?s Amber update is expected to rollout to other Lumia devices later this summer.

Union, Timbers play to scoreless draw in spirited match

  • CONTRIBUTE
    • Story Ideas
    • Send Corrections

CHESTER ? If there?s one thing the Portland Timbers can point to as fueling their ascent up the Western Conference standings, it?s their ability to eke out draws away from home.

They entered PPL Park Saturday night with seven on the season. They left with No. 8.

On a stormy night, there wasn?t a goal in the offing for either the Timbers or the Philadelphia Union as they played out a 0-0 draw, but it wasn?t for lack of trying.

The headlines on the day belong to the goalies on both sides. For the Union, Zac MacMath stopped the four shots that came his way and controlled the penalty area to quell a number of near threats by the Timbers active offense.

It?s his sixth clean sheet of the season, just two off the MLS lead.

?It was a good tie for us against a good team,? MacMath said. ?Portland?s been playing really well this year, and they proved that tonight. The bounces just didn?t go our way.?

His opposite number on the Timbers, Donovan Ricketts, tallied the same number of saves, but he gets the edge in degree of difficulty.

The Jamaican was at a full stretch in the 72nd minute when he got his fingertips to a drive from Conor Casey that looked ticketed for the top corner. He also made a phenomenal save in the 43rd minute, diving across the face of goal to get a hand to Danny Cruz?s drive.

?The save he makes on Conor is world class,? said technical director Rob Vartughian, who was serving as the head coach with John Hackworth suspended. ?It felt like to get to that point in the game and we?re obviously in their end pressing, we?re disappointed not to find a way to get one there. But you have to tip your hat to the guy.?

The closest the Union (8-6-7, 31 points) came to a goal, though, had nothing to do with Ricketts. After back-to-back corners in the 87th minute, second-half substitute Leo Fernandes managed to find a way through all the bodies in the box with a volley from 30 yards out. With Ricketts beat, though, the shot skipped off the PPL Park turf and hit the post.

?I definitely thought it was going in,? Fernandes said. ?? I?m on top of the box, so I?m just hoping it comes out perfectly so I can strike it and put it on goal.?

Further complicating matters in the matchup of two playoff teams was a 40 minute delay of the second half due to lightning storms in the area. It presented an added wrinkle to an already heated and chippy game.

?You?ve got guys getting their legs worked on,? Vartughian said. ?You?re not sure if it?s five minutes, if it?s 20 minutes, if its 30 minutes. It?s something that both teams have to deal with. I think we were just happy with how we came out of the break in the second half.?

Entering play Saturday, no other team had yet drawn five times away from home in MLS. But it?s become a calling card for the Timbers (8-2-10, 34 points), who sit second in the Western Conference. They?re also the first team to 10 draws in MLS this season.

For the Union it?s the first time they?ve been involved in a 0-0 draw in league play since Sept. 1, 2012 against New England. It?s only the third time they?ve been held scoreless this season and first time at PPL Park, the others being a 2-0 loss at New England April 27 and a 1-0 loss to Houston July 6.

After owning less than 40 percent of the possession in the first half, the Union managed to find a foothold in the game after halftime, they had six corner kick opportunities in the second to none before the interval.

Chances were few and far between in a chippy first half. MacMath kicked out to stop Will Johnson from the left channel on a move that started when Diego Valeri dispossessed Brian Carroll in the midfield, illegally in the eyes of the Union bench. MacMath was called to action again four minutes later when right back Jack Jewsbury found space down the wing, but MacMath did well to cling to his post and deny the defender?s sharp-angle drive.

NOTES: Casey received a yellow card in the 43rd minute for a hard foul. It?s his fourth of the season, meaning he?ll serve a one-game suspension next week against Vancouver. ? Jack McInerney started and went the first 82 minutes before being withdrawn for Antoine Hoppenot. It?s McInerney?s first game since June 29; he missed three matches while in camp with the U.S. men?s national team.
